Benefit VS Income

The unemployment benefit is a disincentive to working, because you lose it (and because the work choice is constrained to 'jobs' by the administrators of the benefit).

The base income is an incentive and an enabler of work, because you don't lose it and because you choose the work you do, which doesn't have to be a 'job'.
